DEPUTY ELECTION CLERK

JOB SUMMARY:

The Deputy Election Clerk performs specialized duties involved in processing and maintaining Voter Registration and Election Information.

POSITION CONTEXT:

The position of the Deputy Election Clerk is assigned to the Ogle County Clerk & Recorders office.  The Deputy Election Clerk is under the direct supervision of the Ogle County Clerk.  The position is a permanent position that requires the Clerk to work a thirty-five hour week, includes Health Insurance and IMRF benefits.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

  • Answers phone;
  • Assists “walk-ins”, including directing visitors to appropriate county departments;
  • Sorts in-coming mail;
  • Maintains records of all public and non-public documents, provides copies for the public;
  • Issues certified copies of vital records and has first-hand knowledge of Vital Records Laws;
  • Performs general secretarial duties and other office related duties as assigned;
  • Operates personal computer, copy machine, typewriter, adding machine, scanner and other office equipment;
  • Special assignments: periodically respond to special projects as assigned by the County Clerk.

 MAJOR DUTIES: 

  • Interprets and applies rules and regulations of the State Board of Elections and other state agencies to ensure conformity;
  • Maintains both active and inactive voter files;
  • Supervises the conduct of elections for all units of government from beginning to end.  Prepares election ballot layout, operates ballot card burner and reader, prints ballots for testing early and vote by mail, tests for accuracy, runs specimen ballots, assembles all voting devices, codes the computer for the ballot tabulation system, tabulates results on election night, sends results for the canvass of votes, prepares election certificates and calculates payroll for Election Judges;
  • Processes vote by mail and early voting ballots;
  • Inventory, procurement and preparation of election supplies;
  • Maintains lists of election judges, precinct committee people, and deputy registrars;
  • Processes voter registration; enters new voters, change of addresses and deletions into computer and prints voter registration cards;
  • Purges voter registration files every other year;
  • Works with Illinois Voter Registration System (IVRS);
  • Special assignments: periodically respond to special projects as assigned by the County Clerk.

QUALIFICATION REQUIREMENTS:

  • To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and or ability required.                         

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED: 

  • Proficient computer skills – Microsoft Word, Excel and Access as well as photo editing;
  • Ability to Multi-task;
  • Knowledge of accounting practices and office terminology;
  • Ability to acquire knowledge of State Statutes, County Ordinances, and other state agency rules and regulations;
  • Knowledge of coding, filing and indexing;
  • Knowledge of the practices and methods of personal computer operations and typing;
  • Knowledge of county boundaries, all governmental unit boundaries within county, precinct boundaries and major population areas;
  • Ability to establish and maintain working relationships with co-workers, other county employees, government officials and the general public;
  • Strong sense of customer service, tact and common courtesy.

EDUCATION & EXPERIENCE: 

  • Minimum High School Diploma or GED;
  • Experience required in, but not limited to computers, typing, filing, telephone skills, working with the public in a professional manner, and usual clerical functions.
